REGE 6 JAN 13,

GOVERNMENT HOUSE,

HONGKONG. 16th. December, 1912.

Sir,

With reference to my Despatch marked Confident-

-ial of this date, I desire to testify to the excellent service rendered by the Police in preserving the peace during the boycott of the Low Level Tramways. It is very creditable to the force and to Mr. F. J. Badeley that attempts at violence were checked so early in the boycott and that there has been no recrudescence of such attempts.

I have the honour to be,

Sir,

Your most obedient,

humble servant,

THE RIGHT HONOURABLE

LEWIS HARCOURT, M.P.,
